The Governor’s Palace-Second and Third Levels
The more generous the host, the greater the number of parasites.
The Second Level is mostly apartments where court visitors
stay, as well as long-term hangers on at the court. There are a couple of opulent apartments that
are maintained for specific visiting prominent guests, such as the Emperor’s
Inspector General and his annual visit.
Servicing the occupants of this level generally causes the North Chamber
and the servants the most consternation and irritation.
The Governor snoring
peacefully and securely in his bed is the proof of our efficiency.
The Third Level is the residences of most of the North
Chamber Officers, Masters, Sub-Ministers, and Minister Liu. While the members of the other Chambers live
and work in the city and the other Ministers have Emerald Hill estates, the
members of the North Chamber must stay close at hand. The few married Officers and Masters with
families still stay in small homes next to the Palace.
Security and inconvenience are like conjoined twins,
inseparable.
On the one hand, it is an honor to actually live in the
Governor’s Palace, but as a practical matter, it is also a chaffing, confining
affair for the staff, and they are always on call. Even Minister Liu at times bemoans a lack of
space and privacy. When the Governor is
out of the city, the North Chamber staff is decreased as members are rotated in
something like a vacation (staying overnight or longer at anyplace other than
the Palace). This causes a great deal of
jealousy with the other Chambers, who do not get days off when the Governor is
away.
