Minster of the North Chamber Liu

“If I ever observe Liu shedding her skin, my suspicions about her will finally be confirmed.” --Minister Xun.

The North Chamber is charged with two difficult and sensitive tasks that are sometimes at cross-purposes with one another.  One, they are to graciously accommodate visitors to the palace.  Two, they are to provide nearly invisible, but overwhelming security for the guests, residents, and of course the Governor.  Given the number of people at the palace, Minister Liu is a very busy woman.  Her efficiency in dealing with all sorts of situations is legendary and necessary.  It has also earned her a reputation being rather cold-blooded.

Palace security and hospitality clashes with the other three chambers constantly.  The North Chamber’s prioritization of guests runs right into the other chambers’ agendas and sensitive negotiations.  However, Minister Liu and Minister Xun’s acrimony is clearly personal.  It spills over into their departments to some extent.  Regardless, their sniping stops just short of getting the Governor’s attention or getting in the way of the smooth operation of the palace. 

Her staff includes a small army of servants and cooks.  These are broken down into smaller groups who are lead by Sub-Ministers, who are all female.  These Sub-Ministers generally handle most of the guest and resident contact.  They are highly visible in their minister outfits and well trained in pleasant hospitality (in addition to their magic and martial skills).  Liu usually only becomes personally involved with only the highest level guests and with unruly ones of any sort.  In combat, Liu will generally only seek to restrain combatants for later interrogation and to avoid property damage and disturbance in the palace.

Special Technique-Wudan Mind Control: Character can execute a Charm Person or Distraction in a non-combat situation for 5 rds (though see above).  Opponent must make a DC 12 Will Sv if of a higher or equal level, DC 18 if of a lower level.  Can work on a group if the highest level person in it is Mind Controlled.  This technique only works on humans, demi-humans, and humanoids.   

Immune to fear and charm effects.

-Dominate Person: Controls humanoid telepathically. 9 turns DC 17 Will Sv
-Baleful Polymorph: Transforms subject into harmless animal.  Permanent.  Requires sympathy (personal object). DC 17 Will Sv for victim, DC 16 Caster Check to break, Forbidden spell.

-Charm Monster: Makes monster believe it is your ally.  Encounter. DC 17 Will Sv

DC 15 3rd Level
-Suggestion: Compels non-hostile subject to follow stated course of action. 9 turns DC 17 Will Sv
-Tongues: Speak any language. 9 turns.
-Hold Person: Paralyzes one humanoid for 9 rds DC 17 Will Sv

DC 14 2nd Level
- Blindness/Deafness: Makes subject magically blinded or deafened. Encounter. DC 17 Will Sv
- Glitterdust: Blinds creatures, outlines invisible creatures. Fills confined area or 20' sq. Encounter. DC 17 Ref Sv
-Knock: Opens locked or magically sealed door. Caster Check (DC 11 + ½ Caster level)
- Web: Fills 20-ft.-radius spread with sticky spiderwebs. Entangled 10 rds.  DC 17 Ref Sv to avoid. DC 18 Str to break or Escape Artist skill.

DC 13 1st Level
-Magic Missile: 5d6 magic damage. Ref Sv DC 17
-Sleep: Puts 4 HD of creatures into magical slumber 1 turn. Fort Sv DC 17
-Alarm: Wards an area for 18 hrs.
